It is vital to understand the requirements for establishing an IPS, its rights and responsibilities, as well as the public and government entities involved in its formation, along with the procedures and requirements that must be met with each of them. Similarly, it is essential to know the procedures citizens must follow to access the services of the Social Security System in Health; the requirements for admission; and their rights and responsibilities with the IPSs and Health Promoting Entities (EPS) to which they are affiliated. According to Decree 1485/94, Articles 18 and 19, and Law 100/93, Article 198, Health Promoting Entities (EPS) and Health Service Providers (IPS) are obligated to provide complete and accurate information about the Social Security System in Health to current and potential members, as well as the general public, through their customer service offices. The Ministry of Health is conducting mass information campaigns to ensure the full dissemination of this system. The National Superintendency of Health, for its part, is responsible for monitoring and ensuring that EPS and IPS comply with the regulations established by the National Government regarding information and service provision to users.Dado el bajo conocimiento y suministro de datos sobre el Sistema General de Seguridad Social en Salud, tanto para quienes desean conformarse en IPS, como para sus futuros beneficiarios; se hace necesario investigar y comprender toda la información acumulada sobre las bases del tema, para dar a conocer un modelo estructural y completo a estudiantes y egresados. Es de vital importancia conocer los requisitos necesarios en la conformación de una IPS, los Derechos y Deberes que esta misma tiene, así como las Entidades Públicas y del Gobierno que participan en dicha conformación, junto con los trámites y exigencias que se deben cumplir con cada una de ellas. De la misma forma, es indispensable, saber que procedimientos deben cumplir los ciudadanos para acceder a los servicios del Sistema Seguridad Social en Salud; que requisitos se les exige para su ingreso y cuáles son sus Derechos y Deberes con las IPS y EPS a la cual se encuentran afiliados. Según el decreto 1485/94, Art. 18 y 19, y La Ley 100/93, Art. 198, las EPS e IPS tienen la obligación de suministrar completa y correcta información sobre el Sistema de Seguridad Social en Salud, a los afiliados o potencialmente afiliados y al público en general a través de sus oficinas de atención al cliente. El Ministerio de Salud, adelanta Campañas Masivas de Información para garantizar la plena difusión de este sistema.
