Finely it is concluded that the intervention of the State through its military forces carries with it the risk of incurring in violations of human rights and IHL if it is not structure under a state policy in line with the general guidelines that these entities have been drawn to meet this type of conflict.El presente documento fue elaborado teniendo como elemento motivador los albores de un cese de acciones y reconstrucción de una sociedad sucumbida en el horror, el dolor, la marginación socioeconómica y política, por muchos años. Se despierta un gran interés generalizado por la transformación de comportamientos humanos sociales que afectan los derechos colectivos allanando la historia y fijando modelos. La metodología implementada corresponde a aquella labor investigativa sobre los diferentes pronunciamientos de los organismos rectores en Derechos Humanos. Se obtuvo una visión clara y sustentada de todas las circunstancias emergentes de la región entera.
