Materials and methods: A literature review was conducted using the following descriptors: Senate Bill 052 of 2004, Law 100, Political Constitution of Colombia, and others. The internet search was performed in the following databases: www.concejodearmenia.gov.co, www.abcsenado.gov.co, www.ach.org.co/corculares2004, www.colegiomedico.org.co, www.periodicoelpulso.com, and a manual search was conducted in the departmental library and the COMFANDI library in Cali. The articles were collected in a bibliographic matrix, according to the type of study, the author, and the publication date. They were then analyzed considering the thematic units defined for the research. Results: Regarding public health, a reform in service quality control is proposed, and a clear distinction is made between public and collective health. The individual nature of the services provided to members of the Contributory and Subsidized Regimes, established in the Mandatory Health Plan (POS), is maintained, and these services are provided compulsorily and comprehensively through the Health Promoting Entities (EPS). Public health services of a collective nature will be established in the Collective Public Health Plan. Among the individuals or groups interested in modifying Law 100 of 1993 are: The Association of Health Insurance Management Companies (Gestar Salud), the Colombian Association of Hospitals and Clinics (ACHC), the National Academy of Medicine, the National Association of Health Professions, and ASSOSALUD. Conclusions: In public health, there is progress because stability in its financing is guaranteed by merging the fiscal and parafiscal resources allocated to individual, family, and collective public health.Describir las principales modificaciones del Sistema de Salud según los diferentes actores que propone el proyecto de ley 052 de 2004 en cuanto a la reestructuración del Sistema General de Seguridad Social. Materiales y métodos: Se realizó una revisión bibliográfica teniendo en cuenta los siguientes descriptores: proyecto de ley 052 de 2004 del senado. Ley 100. constitución política de Colombia. y otros. la búsqueda en Internet se hizo en las siguientes bases de datos: www.concejodearmenia.gov.co,www.abcsenado.gov.co. www.ach.org.co/corculares2004. www colegiomedico.org.co, www periodicoelpulso.com y la búsqueda manual en la biblioteca departamental y la biblioteca de COMFANDI en Cali. los artículos. Fueron recolectados en una matriz bibliográfica, -de acuerdo al tipo de estudio, el autor y la fecha de publicación. después fueron analizados teniendo en cuenta las unidades de temáticas definidas para la investigación. Resultados: En cuanto a Salud pública se plantea una reforma en el control de la calidad del servicio y se ve claramente una diferenciación entre la salud pública y la colectiva. Se sigue el carácter individual de los afiliados al Régimen contributivo y al Régimen Subsidiado, establecidos en el POS y prestados obligatoriamente y de manera integral a través de las EPS. Los servicios de salud pública de carácter colectivo. estarán establecidos en el Plan de Salud Pública Colectiva Entre las personas o grupos de interés en modificar la ley 100 de 1993 encontramos: La Asociación de Empresas Gestoras del Aseguramiento de la Salud.
