The design of this work is based on existing regulations, the conceptual framework required by the system, and a systems approach, using a modular structure that allows for precise processing and determination. As a result, a model of an automated patient referral control mechanism is presented, which can be operated at the Healthcare Provider Institution (IPS) level, generating elements for control and decision-making at different levels: operational level, Healthcare Provider Institution level, and Healthcare Administrator level.El objetivo del presente trabajo denominado “DISEÑO DE UN MECANISMO DE CONTROLES BÁSICOS AL SISTEMA DE REFERENCIA DE PACIENTES”, es aportar al nuevo sistema de Seguridad Social de una herramienta Administrativa - Científica, que permita racionalizar la oferta de servicios de Salud en los diferentes niveles del sistema. Para el diseño de este trabajo, se parte de la reglamentación existente, el marco conceptual que exige el sistema y el enfoque sistémico, utilizando una estructura modular que permita procesar y determinar en precisos.
