The development model affects those sectors of the population covered by social security. It is necessary to define Social Security as part of social policy through an integrated and interconnected system, where housing, recreation, and health programs converge without restricting them exclusively to the current Social Security Institute (ISS). Previously, social insurance coverage was limited to the salaried workforce, financed by contributions from workers and their employers, and its benefits were organized into relatively independent programs. Social security, a component of social insurance, is now incorporated as one of the pillars of social security, resulting in a system that provides the essential means to mitigate, repair, and compensate for situations of need.La reorganización del sistema nacional de salud está dada per la ley 10 de 1990 que da a las Secretarias de Salud la responsabilidad de dirección y prestación de servicios de salud. El modelo de desarrollo afecta aquellos sectores de la población que son objeto de cobertura de la seguridad social. Es necesario definir Seguridad Social como parte de la política social mediante un sistema integrado y reticulado, donde convergen los programas de vivienda, recreación y salud sin restringirlos exclusivamente al actual I. S. S. Los seguros sociales tenían una cobertura limitada a la fuerza de trabajo asalariada, se financiaba con contribuciones de los trabajadores y sus patronos y sus beneficios se organizaban en programas relativamente independientes.
